3. Approve Minutes of previous meeting
The minutes of May-21-2026 were approved unanimously M/S Ginner / Dewes
NEW BUSINESS
4. 100% Firewise – Patty Dewes
The team is working hard to recruit leaders for new Firewise communities. Patty
plans to build a PV leadership circle that can share best practices, ideas, and
challenges. She will also try mailbox stuffing to recruit more block leaders in
Westridge Firewise.
Vivek plans to hold a meeting for the Golden Oak / Alpine Hills area once he has
10 potential names. Wanda is working on Willowbrook and Nathhorst. Patty will
contact the Corte Madera and Priory schools. New leaders are working to start up
Blue Oaks and Brookside-Corte Madera (was named Lower PV Hills).
The team is staffing a Firewise table at the Jun-27-2026 EPC Emergency
Preparedness and Communications Day at Fire Station 8. Patty has purchased a
banner and a large poster of William Christensen’s new Firewise map.
Kim Cashin suggested the WPC promote the event more so that residents know
they can come talk about Firewise. Patty will post on PVForum.

Vivek noted that he finds person-to-person outreach is very effective. He got a list
of emails for the Alpine Hills Association and found many were outdated.
Kim Cashin noted that no one in the Nathhorst area has stepped up for Firewise
despite her multiple outreach emails.
5. WPC review of PV Draft Safety Element – MJ Lee
Chris Morace, Kim Cashin, and MJ Lee formed an ad hoc subcommittee to review
the PV Draft Safety Element (SE). Darcy Smith wants to know if the SE has
missed any high-level policies that could be used for new ordinances in the next 5-
8 years. There were no new policies proposed in the WPC meeting, but the SE
review feedback included: no parking on narrow streets on Red Flag Warning
days, and mandatory removal of wood shake roofs on change of ownership.
Rebecca Flynn said that the Safety & Resilience list, which was added on Jun-10-
2026, is a collection of all past and present suggestions for the SE, to ensure that
no input was lost. The list will be cleaned up.
Kim Cashin asked when is weed abatement enforced? FM Kim Giuliacci said it is
year-round. Offending parcels can be reported to WFPD by phone or online.
Rebecca Flynn asked how do residents know it is a Red Flag Day? FM Giuliacci
said people can check the WFPD website, be signed up for WFPD eNotifications,
or follow on social media. WFPD is on Facebook, X, Instagram as WFPD,
and Instagram as LearnPrepareSurvive.
The following motion was approved unanimously:
Motion: Accept the draft safety element review and recommendations and submit
to the Planning Dept. M/S Dewes / Ragavan
(Post-Note: the document was submitted after the meeting via the Town website)
6. Fire Marshal Update – FM Kim Giuliacci on zoom
WFPD inspections should start at the end of 2026 or beginning of 2027. An
evacuation drill is scheduled for the Los Trancos area in Sep-2026, with a vendor
fair at the PV Town Center.
7. Goats, gates, WPC webpages, decking ordinance – MJ Lee
On PVForum, MJ posted a list of goat-grazing vendors, and 5 people expressed
interest in doing a group buy. Sue Chaput offered to organize them. MJ also
added 2 gate vendors to the PVForum wildfire prep database.
MJ revisited the WPC decking ordinance report by sending it to Planning Director
Sarah Cawrse and Darcy Smith. In reply, FM Giuliacci supported the conclusions
of this report. However, Darcy Smith says that in Jan-2026, the Town adopted
Ordinance 2025-454, which adopted lots of State codes. The 2025 CA WUI Code
(Part 7 of Title 24) was included with no changes. Therefore, the 2022 decking
ordinance was overridden and should no longer be in effect.

MJ made no progress on redesigning the WPC webpages, but they will include
William Christensen’s Firewise map.

Reiterated the Jun-27-2026 EPC ER Prep and Comms Day. EPC also had a
subcommittee review the Draft Safety Element, on which she participated.
10. Agenda for next meeting
Len Waterman of OneShoreline may present an insurance pilot they are trying to
set up.

Hello Committee Chairs & Vice Chairs (bcc'd),
I wanted to give you all an update of a new Council adopted policy approved at the June 10
meeting.
With SB 707 in effect, Council may extend remote meeting attendance to eligible Brown Act
bodies. You can read the staff report for item 7d for more detail and a copy of the resolution
and policy is also attached.
Essentially, certain Brown Act Committees can meet virtually without following the traditional
teleconferencing rules of posting the attendee's physical location on the agenda and quorum
requirements of in person members. Council approved the policy to allow you this new
provision and Council must reauthorize it every 6 months. The committees themselves must
also agendize and vote on using this new policy before using it for future meetings and must
also re-vote every 6 months after Council reauthorization. While this will allow greater
flexibility for you, there are still a couple requirements needed in order to comply:
A copy of the agenda must be posted at the Schoolhouse
At least one staff member or volunteer (or member of the committee) must be physically
present at the Schoolhouse to allow for in-person public comment and participation in
the meeting
All remote members must appear on camera for the duration of the meeting and if video
is disabled, a reason must be stated as to why (i.e. technical difficulties)
*** Due to limited staff, it is ideal if a trusted volunteer or committee member who is familiar
with the Zoom tech can be present to run the meeting. However, if no one else is available,
staff will be made available if needed.
