RECOMMENDATION: Staff recommend that the ASCC approve the Architectural Review for the
renovations and site improvements subject to the conditions of approval
(Attachment 1).
PROJECT DESCRIPTION
Site Information
The project site is located at 1 Tynan Way, Portola Valley (APN: 076-235-140). The parcel is
approximately 0.89 acres with an average slope of 17.9% and is within the R-1/20M zoning
district. The property is served by an on-site septic system. The site is in the “C” Flood Zone,
with an SBR Geological Soil Type with relatively stable ground with a thin soil mantle subject to
shallow settlement and soil creep.
The Geotechnical Investigation (Attachment 5) found the site underlain by Butano Formation
bedrock at shallow depth, and concluded the project is geotechnically feasible provided its
foundation, grading, and drainage recommendations, including measures addressing
moderately expansive near-surface soils are incorporated into the final plans.
A 40-foot-wide open space easement runs along a portion of the property. The property
contains an existing single-family residence, which is a 1923 log cabin with an attached shed,
along with a 2-car garage and storage shed at the eastern edge of the property, which will
remain.

Demolition Phase: The project includes demolition of the existing 1923 log cabin, its attached
shed, brick exterior patio walls, brick grill and chimney, wood deck, assorted exterior stairs,
retaining walls, slabs on grade, and decomposed granite paths, some of which are within the 40-
foot-wide open space easement (Attachment 2). The existing double-access asphalt driveway will
also be removed in keeping with the Town's site development standards; it will remain in place
until construction is complete to preserve site access during construction (Sheet A1.3,
Construction Staging/Access/Tree Protection Plan). The existing 2-car garage and storage shed
at the eastern edge of the property will remain, and the existing hot tub will be relocated to the
east of the proposed new home.
Construction Phase: The applicant proposes a new single-story modern home of 1,824 square
feet, with exterior balconies, planters, and trellis, concrete terraces and steps, and a rain/grey-
water cistern system. All proposed exterior materials are fire-resistant. The home meets all
applicable setback requirements. New exterior and landscape lighting is proposed (Sheet A1.5).
Existing site utilities will be reconfigured. A new single-access decomposed granite driveway and
concrete steppingstones are pr oposed, with 2 covered and 2 uncovered parking spaces. New
landscaping and irrigation, including 5 new California Lilac (Ceanothus T hyrsiflorus) trees
proposed to replace 4 significant trees recommended for removal per the arborist report, are
shown on Sheets W.1–W.5.

Shape & Orientation: The parcel is an irregularly shaped lot which fronts both Tynan Way and
Russell Avenue.

Structure Visibility: Central siting and a single-story form limit visibility and massing as seen
from neighboring properties.

Landscaping
Davey Tree (Katelyn Obana, ISA Certified Arborist #WE-13422A) prepared an Arborist Report
and Tree Protection Plan dated September 2024, based on a September 25, 2024 site visit
(Attachment 3). The report assessed 21 trees in the project's area of impact including 15 Coast
live oak, five Redwood, and one Chinese Pistache. It was reported that 16 qualify as significant
trees under the Town's Tree Ordinance (PVMC 15.12.070.A). Twenty trees were found to be in
fair condition and one in poor condition.
Five trees are proposed for removal, Trees #13, # 14, # 16, and #17, and Tree #19 (not of
significant size, requiring no permit). Trees #13 and #14 (Redwoods) have root systems that have
already displaced adjacent hardscape by 6–12 inches; Tree #16 (Coast live oak) is close enough
to the new residence that construction impacts are expected to be high; and Tree #1
